What are genealogy skills?

It is the knowledge of how to do research and or use techniques learned from others when conducting your own research. Examples are how to use indexes, properly analyze a document, evaluate sources, how to conduct research at an archive and so on.

A genealogy tool box is just a term to describe your knowledge of available genealogical resources and how to use them. Either to research, preserve, archive, and or share your genealogy with others. This includes software, websites, archives, publications and so on.
